Dear Sirs,


Facts of the Case :


The Committee has observed as under.


1. The Committee finds surplus staff in the Accounts Department, while the Administrative Department is understaffed.


2. The positions of Secretary and General Manager have been combined in one incumbent who has only one Assistant working under him.


3. The Staff in the Correspondence Department are not well qualified. They are fit to work only as Junior Clerks.


4. Red-tape exists in the disposal of work resulting in unnecessary flow of paper boats.


Recommendations :


The Committee has following recommendations to make.


1. The General Duty Clerks, one Analyst and One /typist of the Accounts Department may be drafted to the Administrative Department.


2. A separate full-time post of General Manager may be created with one Assistant attached to him. The Secretary and General Manager may have separate full-time Stenographers attached to them.


3. Three posts of Sr. Assistants may be created in the correspondence Department who may work independently.


4. Unnecessary channels for disposal of work may be eliminated.
